Ex-Ante Study of Biofuel Policies – Analyzing Policy-Induced Flexibility

This paper applies SimDec and the fuzzy pay-off method to evaluate alternative biofuel policy designs. Using a stylized investment case, it shows how different combinations of incentives and penalties reshape profitability distributions and investor flexibility. The study highlights how visual decomposition of simulation results reveals policy effects that remain hidden in aggregate analyses.
